Centre approves major bureaucratic reshuffle; appoints several new secretaries across various ministries

The Appointments Committee of the Cabinet (ACC) Friday approved a significant bureaucratic reshuffle, appointing several new secretaries across various ministries, announcing four new secretaries in the department of finance.

The ACC appointed Arvind Shrivastava, a 1994-batch IAS officer of the Karnataka cadre, as Revenue Secretary, replacing his current role as Additional Secretary in the Prime Minister’s Office. The post was vacant after Tuhin Kanta Pandey took over as SEBI chief.

Vumlunmang Vualnam, a 1992-batch IAS officer of the Manipur cadre, has been appointed as Expenditure Secretary, taking over from Manoj Govil, who will now serve as Secretary (Coordination) in the Cabinet Secretariat.

Anuradha Thakur, a 1994-batch IAS officer and current Additional Secretary in the Ministry of Corporate Affairs, will serve as Officer on Special Duty in the Department of Economic Affairs, Ministry of Finance, and is set to take over as Secretary of the department on June 30, 2025, following Ajay Seth’s superannuation.

K Moses Chalai, a 1990-batch IAS officer of the Manipur cadre, has been appointed as Secretary of the Department of Public Enterprises, Ministry of Finance, while Rajesh Agarwal, another 1994-batch Manipur cadre IAS officer, will take over as Secretary of the Department of Commerce on September 30, 2025, following Sunil Barthwal’s superannuation.


Other key appointments include Vandana Gurnani as Secretary of the Ministry of Labour & Employment, Rajit Punhani as Secretary of the Ministry of Skill Development and Entrepreneurship, effective July 1, 2025, and Santosh Kumar Sarangi as Secretary of the Ministry of New and Renewable Energy.Additionally, Meeta R. Lochan has been appointed as Secretary of the National Commission for Backward Classes, Ashish Srivastava as Secretary of the Inter State Council Secretariat, Nikunja Bihari Dhal as Secretary of the Ministry of Parliamentary Affairs, and Nidhi Chhibber as Officer on Special Duty in the Ministry of Food Processing Industries, set to take over as Secretary on May 31, 2025.
